    Julio Menocal and W. Jerome “Jerry” Offutt were named Frederick Memorial Hospital’s 2015 Good Samaritans of the Year at a recognition event May 14 for some of the hospital’s benefactors.

    In 1990, the Special Gifts Committee of the FMH Development Council created the Good Samaritan of the Year Award. First presented in 1991, the award recognizes individuals whose lives have demonstrated “actions or achievements that have substantially advanced patient care,

    Julio Menocal was named a 2015 Good Samaritan of the Year for his approach to providing affordable health care to hundreds of poor and disadvantaged Frederick families.

    Since 2006, Menocal has focused on removing the barriers that stand in the way of children and families receiving adequate health care. The practice provides free transportation to and from appointments, and sets aside one-third of its daily schedule for walk-ins. More than two-thirds of the staff is bilingual, helping to bridge the communication challenges faced by non-native English speakers.

    Menocal’s practice, on the Golden Mile, has become the hub of a local community center, providing free office space for Centro Hispano and other resources and advocacy groups. The practice has also partnered with the Maryland Department of Health and Mental Hygiene to perform community outreach along the U.S. 40 corridor, providing testing aimed at halting the recent local increase in syphilis and HIV.

    Recognizing behind-the-scenes advocates in Frederick County was the mission of the Frederick Conflict Resolution Center, which will honor several local leaders at its 12th annual Peace Crafters gala evening and awards presentation Monday night.























































































    This year’s gala specifically recognizes what CALM Executive Director Katie Nash termed the unsung heroes of local peace efforts.


    “These are the true heroes of Frederick County, but not necessarily the people front and center getting all the accolades,” Nash said. “They’re more of a constant presence.”


    The Peace Crafters, chosen through a selection of CALM board members and staff, are as follows: Betsy Day, president and CEO of The Community Foundation of Frederick; Karlys Kline, founder and chairwoman of the Women’s Giving Circle of Frederick; and Dr. Julio Menocal, of Menocal Family Practice.


    “These individuals are people we rely heavily on in our work here at CALM,” said Nash, adding that the award recipients were chosen with relative ease once the committee agreed on the unsung heroes theme.


    CALM will also recognize Lee Permenter, former editorial page editor at The Frederick News-Post, with a lifetime achievement award during the gala.


    “Part of conflict resolution is opening that dialogue, which is something Lee really did with the editorial page,” Nash said.


    Other honorees include Frederick Community College student Kavonte Duckett, given this year’s Youth Award for local activism efforts, and Michele Bowman, named Volunteer of the Year.


    The six honorees will be presented with their awards at the gala, which also includes a dinner and silent auction. The event, rescheduled from earlier this month because of inclement weather, begins at 5 p.m. Monday at Dutch’s Daughter.
